900 Continuous Bond Records Did Not Transfer to ACE As Part of ESAR A1 Implementation

U.S. Customs and Border Protection has issued an ABI administrative message announcing that approximately 900 continuous bond records did not transfer to the Automated Commercial Environment as part of the September 9th implementation of Entry Summary, Accounts, and Revenue (ESAR) A1.

(As part of the implementation of A1, valid continuous bond records were transferred from the Automated Commercial System (ACS) to ACE.)

900 Bond Records Not Transferred as They Did Not Pass Baseline ACE Edits

Continuous bond records were required to pass certain edits in order to successfully migrate to ACE. These edits (some of which did not exist in ACS) reflect current CBP regulations, directives, and policy.

CBP states that it has learned that approximately 900 valid, continuous bond records could not be transferred to ACE because of a failure to pass the baseline ACE edits.

900 Bonds Remain Operational, Cannot be Located via ABI Bond Query

CBP is advising the trade community that these 900 bonds remain fully operational, and may be used for all entry transactions normally covered by an activity code 1 continuous bond.

However, as a result of the inability to move these records into ACE, as of September 10, 2007 these bonds cannot be located via the traditional ABI bond query. If an ABI bond query is made on one of these 900 bonds, the response will indicate that there is "no bond on file."

Revenue Division to Issue Letters on Replacing Such Bonds

The Revenue Division, Office of Finance will issue letters within the next 90 days to the principals on these 900 impacted bonds advising them of this issue. Those letters will also require that the impacted continuous bond be terminated and replaced with a new bond.

If applicable, the Revenue Division will also request an increase in the bond liability amount. Until these bonds are terminated and replaced, they will remain fully functional and available for use by the parties listed on the bond.
