Update on the Deployment of ESAR A1 (KI, TI Transactions, ACE Reports, Etc.)
U.S. Customs and Border Protection has issued two ABI administrative messages regarding problems with ABI application identifiers KI (bond query) and TI (CBP Form 5106 add/update) transactions since the deployment of Entry Summary, Accounts, and Revenue (ESAR) A1.

TI Problem with Reactivation of Importer Number in "Inactive" Status Fixed
According to CBP, it has fixed the problem that it was experiencing when the trade attempted to reactivate an importer number that was in "inactive" status. CBP adds that this functionality was fixed on September 14, 2007 and is now working successfully.
CBP notes that the trade must use an "A" in position 3 of the T1 record to reactivate an importer; using "U" in the third position will not reactivate an importer. (The "U" should only be used when the trade is attempting to change a name and/or address for an importer who does not have a continuous bond.)
CBP Still Experiencing Problems Generating Output for KI Transactions
CBP states that it is still experiencing problems generating output for KI transactions and adds that this problem is being worked on at the highest priority level. According to CBP, an update will be provided as soon as the problem is fixed.
CBP notes that the problem with failure to receive output on a KI transaction is most likely being caused by the following scenario:
The K record contains importer number in positions 3-14, an address code in position 15, followed by blanks in positions 16-27, 29-40, 42-53, 55-66, 68-79, with address codes in positions 28, 41, 54, 67, and/or 80. Since these address codes are not associated with an importer number, the system currently is unable to process the transactions.
CBP asks the trade not to send address codes that are not associated with importer numbers and states that this change will most likely result in proper output.
Problem with Customs Assigned Numbers for Foreign Entities
CBP adds that it is also experiencing a problem when attempting to assign a customs assigned number to a foreign entity.
CBP Problems with ACE Reports Almost Completely Fixed
CBP sources recently indicated that CBP has made progress on fixing the problem with ACE Reports which developed after CBP deployed ESAR A1. CBP sources stated that the reports are working, with the exception of two revenue reports. The fix for the two revenue reports was being worked on.
(CBP had previously stated that when A1 was deployed, the ACE Reports tool did not completely transfer successfully. As a result, ACE trade users across the board did not have the ability to run ACE Reports (although the "old" ACE reports tool was still available and functional for ACE CBP users).)
CBP Asks Trade to Report Any Other Problems to Client Reps
CBP is asking the trade to continue to report problems to their client representative.
