CBP Administrative Messages, Web Postings, Etc.

U.S. Customs and Border Protection sources have indicated that CBP has made progress on fixing the problem with ACE Reports which developed after CBP deployed Entry Summary, Accounts, and Revenue (ESAR) A1 on September 9, 2007. CBP sources now state that the reports are working, with the exception of two revenue reports. The fix for the two revenue reports is being worked on.

1. CBP's Problem with ACE Reports Almost Completely Fixed

(CBP had previously stated that when A1 was deployed, the ACE Reports tool did not completely transfer successfully. As a result, ACE trade users across the board did not have the ability to run ACE Reports (although the "old" ACE reports tool was still available and functional for ACE CBP users). 2. 2007/2008 Cotton & Cotton Card Strips TRQs Open September 20, 2007

CBP has posted to its Web site notices announcing the September 20, 2007 opening of the tariff-rate quotas (TRQs) on cotton and cotton card strips provided for under HTS Chapter 52, Additional U.S. Notes (AUSNs) 5 and 9, respectively, for the period September 20, 2007 through September 19, 2008.

The TRQ levels, the minimum access levels for specified countries, and the allocation for any country/area are also listed in these notices, as well as the related HTS Chapters 52 and 99 tariff numbers.

These notices also state that other than as provided for in the minimum access levels listed in these notices, articles that are the product of countries or areas who are not members of the World Trade Organization (WTO) shall not be permitted or included in the quantitative limitations set forth in these notices. 3. 2007/2008 Cotton Fibers TRQ Opened September 11, 2007

CBP has posted to its Web site a notice announcing the September 11, 2007 opening of the TRQ on cotton fibers as provided for in HTS Chapter 52, AUSN 10 for the period September 11, 2007 through September 10, 2008.

CBP's notice lists the relevant HTS Chapters 52 and 99 tariff numbers as well as the aggregate TRQ level. The notice also states that articles that are the product of countries or areas that are not WTO members shall not be permitted or included in the quantitative limitations set forth in this notice. 4. 2007/2008 Tobacco TRQ Opened September 13, 2007

CBP has posted to its Web site a notice announcing the September 13, 2007 opening of the TRQ on tobacco as provided for in HTS Chapter 24, AUSN 5 for the period September 13, 2007 through September 12, 2008.

CBP's notice lists the relevant HTS Chapter 24 tariff numbers, as well the "low duty" TRQ limits for Argentina, Brazil, Chile, European Union Members, Guatemala, Malawi, Philippines, Thailand, Zimbabwe, and Other Countries or Areas (excluding Canada, Israel, or Mexico). CBP adds that it requires a certificate of origin for tobacco entered under this TRQ from Argentina. (See notice for complete details.) 5. CBP Reminder on ACE Exchange Conferences in Atlanta & San Francisco

CBP has issued an ABI administrative message reminding the trade community that the ACE Exchange Conferences in Atlanta (October 15-27, 2007) and San Francisco (November 27-29, 2007) are the last two ACE Exchange Conferences to be offered in 2007. CBP has recently posted the following to its Web site:

CBP seizes $1.1 million in marijuana inside cargo at Laredo. CBP has issued a press release announcing that its officers at the Laredo port of entry thwarted a narcotics smuggling attempt of 1,138 pounds of marijuana concealed in a commercial truck.
