U.S. Customs and Border Protection has posted to its Web site a notice regarding the North America Free Trade Agreement rules of origin changes for certain boxer shorts from Mexico which were effective July 30, 2007 and are retroactive for goods entered, or withdrawn from warehouse, for consumption on or after June 7, 2006.

1. NAFTA Rules of Origin Modifications for Certain Boxer Shorts from Mexico

Specifically, the tariff classification rules (TCRs) in HTS General 12(t) were modified by adding a new subheading rule to TCR 32 for HTS Chapter 62 and by dividing the then current TCR 32 for HTS Chapter 62 into TCR 32, 32A, 32B, and 32C.

Note that CBP states that no special provisions have been made for goods that have been liquidated and are beyond the protest period; therefore, no refund of duty is available for those goods that are beyond the protest period.

2. Additional Folklore Article from Mali Eligible for AGOA Duty-Free Treatment

CBP has posted to its Web site a notice regarding Mali's eligibility for duty-free treatment under the "handloomed, handmade, folklore articles, or ethnic printed fabrics" provision of the African Growth and Opportunity Act (AGOA) for certain additional textile and apparel goods - Bogolan (Mudcloth) bags. 2,805 pounds of marijuana hidden in commercial truck seized. CBP has issued a news release announcing that CBP officers at the Bridge of the Americas commercial cargo facility in El Paso, Texas seized 2,805 pounds of marijuana concealed in a false wall of a tractor-trailer. CBP intercepts scales insect. According to a CBP news release, a CBP agriculture specialist in Blaine, Washington intercepted a species of scales insect never seen in the U.S. that could have caused serious damage to U.S. agriculture. CBP stops flowers with White Rust. CBP has issued a news release stating that CBP agriculture specialists at John F. Kennedy International Airport intercepted a shipment containing chrysanthemums affected by Chrysanthemum White Rust (Puccinia horiana). NEXUS expands to airports in Calgary, Winnipeg. CBP has issued a news release announcing that NEXUS automated self-serve kiosks and enrollment centers are now operational at the Calgary and Winnipeg International Airports in Canada.
