Trade Testing of ABI Identifiers KI and TI for ACE ESAR A1 Now Available
U.S. Customs and Border Protection has issued an ABI administrative message announcing, and CBP sources have confirmed, that testing by the trade of the ABI application identifiers KI (bond query) and TI (CBP Form 5106 add/update) was available beginning July 25, 2007.

KI and TI are scheduled to move to Automated Commercial Environment (ACE) processing as part of the deployment of ACE Entry Summary, Accounts, and Revenue (ESAR) A1 on August 25, 2007 1.
(In May 2007, CBP announced that ESAR A1 was scheduled to be deployed on August 11, 2007 and that the trade testing environment for KI and TI would be available on July 9, 2007. Then, in early July, CBP announced that the deployment had been delayed until August 25, 2007 and trade testing would begin on July 25, 2007.)
KI, TI Testing Must be Done in ACS Prod Cert Environment
CBP had previously announced that testing for the two affected ABI identifiers (KI and TI) must be done in the ACS Production Certification (ACS Prod Cert) Environment, with CBP routing the identifiers to the ACE System for processing. (For those who already have access to the ACS Prod Cert Environment, CBP had stated that there was no need to establish new access.) In addition, CBP sources previously stated that the testing period would end when ESAR A1 was deployed.
CBP also previously stated that the ESAR A1 deployment and subsequent ACE deployments will not support testing using the "8888" test port. Those who are currently using this method to test ABI messages need to contact their client representative to be set up for testing in the ACS Prod Cert Environment.
Importer/Bond Data for Importer Names Beginning with "H" Available for Testing
According to CBP's ABI message, in order for the trade to query real importer/bond data via this test, CBP has loaded all importer/bond data for importer last names and importer company names beginning with the letter "H" into the testing environment.
CBP states that the filer's client representative will need to take action to make sure that the importer data is recognized in the test environment. As a result, filers planning to test, should contact their client representative.
1CBP previously stated that in ESAR A1, the message format for the KI identifier will not change and the message format for the TI will have a slight modification - a new "Update Action Code" has been added to position 3 of the T1 record.
