CBP Fixes Problem that Prevented e-Manifest: Truck Participants from Doing In-Bond Arrivals via EDI

U.S. Customs and Border Protection has issued an ABI administrative message announcing that on June 2, 2007, programming was moved into production that fixed a problem that prevented electronic truck manifest participants from doing in-bond arrivals via electronic data interchange (EDI).

Specifically, the programming date format was changed in the arrival message in the Automated Commercial System (ACE) so that it conformed to the date format used in the master records in the Automated Commercial System (ACS).

Now, when e-Manifest: Truck participants perform in-bond arrivals in ACE, the arrival is correctly recorded in ACS.

Reminder on Need to Arrive In-Bonds at Destination

Since June 2, 2007, e-Manifest: Truck in-bond arrivals via EDI have been averaging about 150-160 per day. However, at one land border location, in-bond authorizations average 1000 per hour. CBP states that this means that a lot of e-Manifest Truck created in-bonds are still not being arrived.

Participants in the e-Manifest: Truck in-bond program are reminded that they need to arrive their in-bonds at destination.

For those using the EDI standards ANSI X.12 or UN EDIFACT, this may be accomplished through the 353 message set or the CUSREP message. Arriving the in-bonds at destination will prevent the in-bonds from showing up on overdue reports, and bring closure to the in-bond movements.

In March 2007 CBP issued an ABI administrative message announcing that in the future CBP would be expanding ACE in-bond capabilities for e-Manifest: Truck participants that use the EDI option. Specifically, CBP stated that ACE would be expanding the capability of participants to, among other things, arrive in-bonds at destination by container/equipment.
