CBP Delays Deployment of ACE ESAR A1 to August 25, 2007 (ABI Message Testing Delayed Until July 25, 2007)

U.S. Customs and Border Protection has issued an ABI administrative message announcing that the deployment of ACE Entry Summary, Accounts, and Revenue A1 has been delayed until August 25, 2007.

Included in the A1 deployment is the routing of two ABI messages - the KI (bond query) and the TI (CBP Form 5106 add/update) - to the ACE System for processing1. Trade testing for these two messages has been delayed to July 25, 2007.

(In May 2007, CBP issued an ABI administrative message announcing that ESAR A1 was scheduled to be deployed (go into production) on August 11, 2007 and that the trade testing environment would be available on July 9, 2007. See ITT's Online Archives or 05/08/07 news, 07050805, for BP summary.)

CBP Has Previously Listed ESAR A1's Functionality

CBP has previously stated that the ESAR A1 release includes the following functionality:

Account-related data. ACE portal account holders will be provided electronic access to account-related master, reference, and transactional data submitted to CBP.

New account types, electronic CBP Form 5106. New account types will be created. Some of the new ACE participants in the first phase will include sureties and Foreign Trade Zone operators. Also, the CBP Form 5106 (Importer ID Input Record) may be submitted and updated electronically via the portal or the Automated Broker Interface.

PGAs will be able to store blanket LPC data. Participating Government Agencies will gain the ability to store blanket license, permits and certificate data at an account level using the ACE Secure Data Portal.

Broker license/permit data at national level. Broker data (exam, license and permit information) will be maintained and available to broker management offices and the broker management branch through ACE at a national level.

ACE users will need only one ID, password. Multiple user-identification numbers and passwords to access multiple ACE accounts will be replaced by a single user ID and password.

Automated merging of accounts. The process for merging accounts within the ACE Secure Data Portal will be automated, eliminating the need for a systems administrator to move data.

Truck drivers will be able to manage their own accounts, etc. Truck drivers will be able to create and maintain their own accounts, or assign the creation and maintenance function to a service provider, carrier, broker, or importer.

Testing of KI (Bond Query) and TI (5106) Messages Available on July 25, 2007

CBP previously explained that testing for the two affected ABI messages (KI and TI) must be done in the ACS Production Certification (ACS Prod Cert) Environment. CBP will take in the messages and route them to the ACE System for processing. (For those who already have access to the ACS Prod Cert Environment, there is no need to establish new access.) Testing for these messages will be available on July 25, 2007. CBP sources previously stated that the testing period would end when A1 was deployed.

CBP also previously stated that the ESAR A1 deployment, and subsequent ACE deployments, will not support testing using the "8888" test port. Those who are currently using this method to test ABI messages need to contact their client representative to be set up for testing in the ACS Prod Cert Environment.
