Commissioner Basham visits China, signs memorandum of cooperation regarding counterfeit goods. According to a CBP press release, CBP Commissioner Basham recently traveled to China and met with China's Customs director to discuss efforts to eliminate counterfeiting. The two signed a memorandum of cooperation stating that CBP will provide China with information on the sources of seized goods, and China will communicate within 90 days on the status of efforts to track down the counterfeiters. While there, Commissioner Basham also conveyed the benefits of C-TPAT to Chinese enterprises, such as the ability to deliver goods to customers faster. Upward trend of e-Manifest compliance rates. CBP has issued a notice announcing that implementation of the mandatory e-Manifest: Truck policy at Michigan and New York land border ports on May 24, 2007 suggests that carriers continue to prepare for the transition to e-Manifests before they are required. As of April 2007, e-Manifest filing rates in Michigan and New York represented only 17.5% of all manifests filed in these states. By May 23, 2007, the day before mandatory filing was set to begin, e-Manifests had already climbed to 43%, and a few days later, e-Manifest usage jumped to 74%. CBP observed similar upward gains in e-Manifest filing prior to the implementation of the mandatory e-Manifest policy in the two previous groups of ports to require e-Manifests. Second phase of e-Manifest: Truck for advance cargo info. purposes began June 19 for CA, NM, TX. CBP has issued a press release announcing that Phase 2 of phased enforcement of mandatory e-Manifest: Truck for advance cargo information purposes at the Laredo port of entry (and all other land border ports in Texas, California, and New Mexico) was scheduled to begin on June 19, 2007. According to the press release, all carriers that fail to pre-file an e-Manifest were to be referred to secondary examination to determine whether the shipments will be allowed entry. NEXUS kiosks, enrollment center now operational in at Ottawa Int'l Airport. CBP has issued a press release announcing that NEXUS automated self-serve kiosks and a newly designed enrollment center are now operational at Ottawa Macdonald-Cartier International Airport. CBP intercepts 331 pounds of undeclared cheese at Laredo. CBP has issued a press release announcing that CBP officers and agriculture specialists at the Laredo, Texas port of entry intercepted a vehicle carrying 331 pounds of undeclared cheese.
