CBP Administrative Messages, Web Postings, Etc.

CBP has issued an ABI administrative message announcing that there is a further amendment to the draft Customs and Trade Automated Interface Requirements (CATAIR) "TI" chapter (CBP Form 5106 add/update) posted to CBP's Web site.

1. CBP Updates Draft Version of CATAIR Chapter "TI" (5106), Update Posted

The following amendments were made to the Note 2's of TI's record descriptions "Record Identifier T2 (Input)" and "Record Identifier TC (Input) (on pages ADD-7 and ADD-11):

Canada postal codes: Canadian postal codes must be in the following format: ANAbNAN (where A = alphabetic; N = numeric: b = blank space).

Mexico postal codes: ForMexico, postal codes must be 5 characters and must be numeric. (CBP adds that the Mexico's state code is FN, and ISO code is MX; however, these are not incorporated into the postal code.)

CBP notes that the postal codes for U.S., Canada and Mexico will be edited for validity. An error message is system generated if this edit is not passed.

2. Weekly TRQ/TPL Commodity Report as of June 12, 2007

CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of June 12, 2007. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain BFTA, CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 06/12/07, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

3. "Commercially Unavailable" Designation under DR-CAFTA

CBP has issued a memo on the Committee for the Implementation of Textile Agreement's determination that certain polyester/rayon/spandex two-way stretch woven fabrics classifiable in HTS 5407.92.20 and 5407.93.20 cannot be supplied by the U.S.-Dominican Republic-Central America Free Trade Agreement (DR-CAFTA) region in commercial quantities in a timely manner under the DR-CAFTA. As a result, such fabric is added to the list in Annex 3.25 of the DR-CAFTA in unrestricted quantities.
