Future Expansion for e-Manifest: Truck Participants Using EDI Option to Arrive/Export/Cancel In-Bonds
In March 2007, U.S. Customs and Border Protection issued an ABI administrative message announcing that in the future, CBP will be expanding the Automated Commercial Environment in-bond capabilities for e-Manifest: Truck participants that use the Electronic Data Interchange (EDI) option.

Specifically, CBP states that ACE will be expanding the capability of e-Manifest: Truck participants in EDI to do the following:
arrive in-bonds at destination by container/equipment,
export in-bonds that have previously arrived by in-bond bills of lading and container/equipment, and
cancel in-bond arrivals and exports.
In its message, CBP lists the posting action codes or disposition codes for ANSI X12 (353 Set, M1501 and 350 Set, Appendix); and EDIFACT (CUSREP and CUSRES) that ACE e-Manifest: Truck participants in EDI need to be aware of. CBP adds that the ACE Secure Data Portal will be unaffected by this future change.
According to CBP, the timing of these programming changes is not yet known.

Participants Using New Capabilities Must Provide Either an In-Bond Number or Bill of Lading Number, Etc.
CBP adds that e-Manifest: Truck participants using EDI who arrive, export, and cancel arrivals and exports by container/equipment are advised they must provide either an in-bond number or bill of lading number associated with the container/equipment (see BP Note below).
CBP states this is necessary because containers/equipment enter and exit the country repeatedly and without this added information, ACE would not be able to uniquely reference the in-bond movement and trip.
According to CBP, e-Manifest: Truck participants who choose to use their bill of lading numbers as their in-bond control numbers are encouraged to arrive, export, and cancel using either the bill of lading number or container/equipment number, citing the bill number as a reference to the container/equipment.
CBP notes that those needing complete instructions should consult the recently posted March 2007 implementation guidelines for e-Manifest: Trucks (ANSI X12 sets 350 and 353, as well as EDIFACT CUSREP and CUSRES status notifications). (See below for links.)

BP Note
CBP issued another administrative message (Adm: 07-0110, dated 05/07/07) stating that e-Manifest: Truck participants can no longer use shipment control numbers (bill of lading numbers) as in-bond numbers, at least for now. BP is checking to see if this more recent message will modify CBP's instructions on bill of lading numbers in the above message, and will update readers when new information is available.
