ACE ESAR A1 Scheduled to be Deployed on August 11, 2007 (Affects Two ABI Messages, Etc.)

U.S. Customs and Border Protection has issued an ABI administrative message announcing that ACE Entry Summary, Accounts, and Revenue A1 is scheduled to be deployed (go into production) on August 11, 2007.

CBP also states that included in this deployment is the routing of two ABI messages - the KI (bond query) and the TI (CBP Form 5106 add/update) - to the ACE System for processing (see below for details).

CBP Has Previously Listed ESAR A1's Functionality

CBP has previously stated that the ESAR A1 release includes the following functionality, which CBP sources state will also be in production on August 11, 2007:

Account-related data. ACE portal account holders will be provided electronic access to account-related master, reference, and transactional data submitted to CBP.

New account types, electronic CBP Form 5106. New account types will be created. Some of the new ACE participants in the first phase will include sureties and Foreign Trade Zone operators. Also, the CBP Form 5106 (Importer ID Input Record) may be submitted and updated electronically via the portal or the Automated Broker Interface.

PGAs will be able to store blanket LPC data. Participating Government Agencies will gain the ability to store blanket License, Permits and Certificate data at an account level using the ACE Secure Data Portal.

Broker license/permit data at national level. Broker data (exam, license and permit information) will be maintained and available to broker management offices and the broker management branch through ACE at a national level.

ACE users will need only one ID, password. Multiple user-identification numbers and passwords to access multiple ACE accounts will be replaced by a single user ID and password.

Automated merging of accounts. The process for merging accounts within the ACE Secure Data Portal will be automated, eliminating the need for a systems administrator to move data.

Truck drivers will be able to manager their own accounts, etc. Truck drivers will be able to create and maintain their own accounts, or assign the creation and maintenance function to a service provider, carrier, broker, or importer.

ESAR A1's Effect on the KI (Bond Query) and TI (5106) Administrative Messages

According to CBP, effective August 11, 2007, two ABI messages - the KI and the TI - will be processed in the ACE Production System.

Message Format for KI Will Not Change, TI Will Have a New "Update Action Code"

The message format for the KI will not change. The message format for the TI will have a slight modification - a new "Update Action Code" has been added to position 3 of the T1 record. The Update Action Code "U" has been added to provide for updates to an existing importer number. (The new draft CATAIR chapter on CBP Form 5106 states that name and address data can be updated for any entity that does not have an associated surety bond on file by placing a "U" in the Update Action Code data field.)

Testing for These Two Messages Will be Available on July 9, 2007

Testing for these messages must be done in the ACS Production Certification (ACS Prod Cert) Environment. CBP will take in the messages and route them to the ACE System for processing. (For those who already have access to the ACS Prod Cert Environment, there is no need to establish new access.) The ACE System will be available to test these messages on July 9, 2007. (According to CBP sources, testing will end on August 10, 2007.)

(CBP adds that this deployment, and subsequent ACE deployments, will not support testing using the "8888" test port. Those who are currently using this method to test ABI messages need to contact their client representative to be set up for testing in the ACS Prod Cert Environment.)

The cutover for these messages to be processed in ACE is August 11, 2007. Filers will continue to send all their messages to the ACS Prod Cert Environment using their current queues. CBP will internally route these messages to the ACE System for processing.
