U.S. Customs and Border Protection (CBP) has issued a notice stating that the tariff rate quota (TRQ) for peanuts from Argentina and Other Countries, provided for in HTS Chapter 12, Additional U.S. Note (AUSN) 2, which opened on Monday, April 2, 2007, did not oversubscribe at opening. Therefore, all entries presented at opening have been charged and may be released. 2. Weekly TRQ/TPL Commodity Report as of April 9, 2007

CBP has issued its weekly TRQ/tariff preference level (TPL) commodity report as of April 9, 2007. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain BFTA, CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 04/09/07, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

  1. April 12 Opening of 180-Day Special Import Quota for Upland Cotton (Announcement Number 41)

CBP has posted to its Web site a notice announcing a "weekly" special import quota of 21,253,330 kg for upland cotton purchased not later than July 10, 2007 and entered under HTS 9903.52.41. The quota period is April 12, 2007 through October 8, 2007; the opening date is April 12, 2007.

According to CBP, the use of the "special import quota" is at the importer's option and the TRQ quantity is not subject to the TRQs in HTS Chapter 52 AUSNs 5 through 10. CBP has previously stated that these 180-day quotas are established pursuant to a 1991 Presidential Proclamation, are "triggered" by high C.I.F Northern European cotton prices, and are provided for in HTS Chapter 99, Subchapter III, U.S. Note 6. 5. CBP Corrects HTS Number Listed in DR-CAFTA Commercial Availability Designations

CBP has issued two memoranda correcting the Harmonized Tariff Schedule (HTS) number listed in two earlier memos on U.S.-Dominican Republic-Central America Free Trade Agreement (DR-CAFTA) Commercial Availability determinations. CBP is changing the previously provided HTS number "5515.11.10" to read "5515.11.00." According to CBP, these meetings will specifically address the implementation of mandatory e-Manifest: Truck which will begin on May 24, 2007 in the states of New York and Michigan. CBP has issued a press release announcing that yearlong efforts to establish products and processes to make international travel into the U.S. more welcoming has resulted in Houston's George Bush Intercontinental Airport becoming the nation's first "model port" of entry.
