CBP Issues Revised ICP on Household Articles of Base Metal
U.S. Customs and Border Protection (CBP) has issued a revised version of its informed compliance publication (ICP) entitled, What Every Member of the Trade Community Should Know About: Household Articles of Base Metal.

The publication was prepared by the National Commodity Specialists of Regulations and Rulings and provides guidance regarding the classification of household articles of base metal. The ICP was first issued in August 2005, reviewed with no changes in March 2006, and has since been revised in March 2007.
ICP Revised to Reflect Changes Made by Implementation of 2007 HTS
The ICP was updated to reflect changes made by the implementation of the February 3, 2007 "Basic Edition" of the Harmonized Tariff Schedule (HTS). Specifically, some of the HTS numbers and/or descriptions under the sections "Chapter 73 - Household Articles of Iron or Steel" and "Chapter 74 - Household Articles of Copper" were updated.
Overview of Revised ICP
According to the table of contents, the revised ICP contains information on the following (partial list):
What are table, kitchen, cooking, other household, sanitary wares and non-electric heating appliances?
Descriptions of table, kitchen, cooking, other household sanitary wares and non-electric heading appliances.
The headings
Provides details on HTS Chapters 73, 74, 76, 79, and 80 which cover household articles of iron or steel, copper, aluminum, zinc, and tin, respectively.
Classification of alloys
Provides details on the classification of alloys and guidelines for the various types of alloys.
Classification of composite articles
Provides details on the classification of metal/metal composite articles and glass/metal composite articles.
Fundamentals of classification regarding household articles
Provides information on the fundamentals of classification regarding household articles, which is made in accordance with the General Rules of Interpretation (GRIs).
Section XV Notes
Provides an excerpt from HTS Section XV (Base Metals and Articles of Base Metal), Note 1 (lists the items not covered in Section XV).
Explanatory Notes
Explains that, in interpreting the HTS headings and subheadings, CBP looks to the Explanatory Notes (EN), as they provide a commentary on the scope of each HTS heading.
Sets
CBP provides excerpts of various ruling letters to illustrate the classification of sets of household articles.
