CBP's February/March 2007 Modernization Monitor Newsletter Discusses Mandatory e-Manifest: Truck, Etc.

CBP launches and expends mandatory e-Manifest: Truck policy. CBP states that it began requiring truck carriers to file electronic manifests (e-Manifests: Truck) at 24 land border ports in Washington and Arizona, as well as the ports of Pembina, Neche, Walhalla, Maida, Hannah, Sarles, and Hansboro, North Dakota on January 25, 2007 for advance cargo information purposes.

According to CBP, truck carriers entering through the above-listed ports are now required to file e-Manifests one hour before reaching the U.S. border, half an hour if they are participants in the Free and Secure Trade (FAST) program. CBP adds that effective April 19, 2007, truck carriers entering through the states of California, New Mexico, and Texas also will be required to file e-Manifests for advance cargo information purposes. (See ITT's Online Archives or 01/19/07 news, 07011905, for BP summary.)

CBP notes that it will eventually require e-Manifests to be filed at all land border ports. Schedules detailing when each port will implement the policy will be announced via the Federal Register, as well as the CBP Modernization Web site, 90 days before each implementation.

New ACE reporting tool to make reports more user friendly, etc. coming soon. CBP states that a new Automated Commercial Environment (ACE) reporting tool will be activated during the first quarter of 2007. New software programming will make ACE reports more user friendly and provide a foundation for enhanced capabilities.

An Authorized Data Extract (formerly known as Bulk Data Download) is expected to become available in the second quarter of 2007. This feature will enable ACE users to download large amounts of data for reporting or analytical purposes.

CBP adds that for five months, both the current and new reporting tools will be available while users make the transition. All reports will then be converted at one time.

Nuclear Regulatory Commission joins ITDS. According to CBP, the Nuclear Regulatory Commission (NRC) recently joined the growing list of government agencies participating in the ACE program through the International Trade Data System (ITDS).

The addition of the NRC as a Participating Government Agency (PGA) brings the number of government agencies signed on to ACE to 31.
