U.S. Customs and Border Protection (CBP) has issued an administrative message which sources state reminds the trade that all softwood lumber products that originate from British Columbia that are classified in the tariff numbers subject to the SLA 2006 export permit number requirements, must be reported using ISO Codes 'XD' for BC coastal region or 'XE' for BC interior region, regardless of whether the goods fall within the written scope of SLA 2006.

1. Reminder on Use of 'XD' and 'XE' for SLA 2006 Products from British Columbia
(CBP has previously stated that the SLA 2006 HTS subheadings subject to the export permit number requirement are HTS 4407.10.00, 4409.10.10, 4409.10.20, 4409.10.90, 4409.10.05, 4418.90.45.90, 4421.90.70.40, and 4421.90.97.40.
CBP has also previously stated that the 'XD' and 'XE' should not be reported for merchandise classified under any other HTS subheadings that originate from the province of British Columbia; instead the ISO Code of 'XC' should be used.) 2. Clarification Regarding RLF and SLA-2006 Softwood Lumber Products
CBP has issued an administrative message to clarify Adm: 07-0012 regarding Remote Location Filing for softwood lumber products from Canada.
According to CBP sources, the message indicates that RLF may be used if the softwood lumber products do not claim the Maritimes exemption from the U.S. - Canada Softwood Lumber Agreement (SLA 2006).
Such a claim is made by filing the original Maritime Lumber Bureau (MLB) Certificate of Origin at time of entry summary, along with a paper CBP Form 7501, etc. CBP also previously explained that importers may not utilize RLF for those entry summaries that require paper submissions.

3. CBP Announces Next Group of Ports for Mandatory e-Manifest: Truck for Advance Cargo Information
U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that it published in the January 19, 2007 Federal Register a notice announcing that e-Manifest: Truck for advance cargo information would be mandated for all land border ports in California, New Mexico, and Texas. CBP notes that the requirement to submit e-Manifests at these ports will be implemented on April 19, 2007. According to CBP, additional notices announcing mandatory e-Manifest: Truck dates will be published in the Federal Register at least 90 days in advance of the implementation.
