CBP Administrative Messages, Web Postings, Etc.
U.S. Customs and Border Protection (CBP) had posted an administrative message on January 26, 2007 stating that on the evening of January 25, 2007 CBP experienced some network problems that impacted its ability to exchange messages with the trade. According to CBP, it appeared that most of the e-Manifests were received but the return messages were not sent for unknown reasons.

1. Update on CBP's Alert Regarding Problem with EDI Truck E-Manifest on Evening of January 25, 2007
At that time, CBP Headquarters sent out some interim instructions to the ACE ports instructing them to expedite e-Manifest shipments using the same procedures CBP uses when its interfaces are down.
On January 30, 2007, CBP sources stated that CBP is back to normal processing. However, sources stated that it is asking the trade for patience.
CBP sources stated that the trade should continue to send e-Manifests and CBP will process them when it is able and will work with them when there is a problem. Regarding the issue that was the subject of the alert, sources state that CBP thinks it has identified the primary issue, but some new issues are still appearing from time to time. 2. Weekly TRQ/TPL Commodity Report as of January 29, 2007
CBP has issued its weekly tariff rate quota (TRQ)/tariff preference level (TPL) commodity report as of January 29, 2007. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain BFTA, CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 01/29/07, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

CBP has posted to its Web site the following:
Mandatory e-Manifest: Truck filing begins in Washington, Arizona, and North Dakota. CBP has posted a press release stating that effective January 25, 2007, truck carriers entering the U.S. through all ports of entry in the states of Washington and Arizona, as well as the North Dakota ports of Pembina, Neche, Walhalla, Maida, Hannah, Sarles, and Hansboro were required to file electronic manifests (e-Manifests: Truck) for advance cargo information purposes through the Automated Commercial Environment (ACE). CBP completes ACE installation in Idaho. CBP has posted a press release announcing that it completed installations of the ACE in Idaho on January 26, 2007. e-Manifest: Truck filings are up. CBP has posted a press release announcing that truck carriers filed more than 20,000 e-Manifests with CBP in December 2006, a 65% increase over September 2006.
