CBP Indicates That Some/All ESAR A1 Elements May be Delayed to ESAR A2 Timeframe (ESAR A2 Targeted for October 2008)
U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that the Automated Commercial Environment (ACE) Entry Summary, Accounts, and Revenue (ESAR) release currently scheduled for October 2008 will include new and/or enhanced functionality for ABI filers.

Some or All of ESAR A1 Elements May be Delayed to ESAR A2 Timeframe
CBP had previously stated that ESAR A1 would be implemented in 2007, and ESAR A2 in 2008. CBP sources now indicate that only the target date for ESAR A2 is 'guaranteed'.
Some or all of the elements of ESAR A1 may be delayed to ESAR A2's target date of October 2008. Sources explain that this delay would be due to CBP wanting to make certain elements of ESAR available to both importers and brokers at the same.
(Trades sources have previously stated that entry preparers and filers will need to prepare for the substantial changes coming with ESAR A2, and that its byword should be "reautomate or perish" in light of the reautomation and, in some cases, redesign of the entry process which will occur with ESAR A2.)
ESAR Functionality Includes Enhanced Account Management, PSCs, Etc.
According to CBP, the new and/or enhanced ESAR functionality for ABI filers include:
Enhanced account management capabilities;
Financial/revenue processing;
Processes that occur after the cargo is released, for example, entry summary processing, post summary corrections (PSCs), reconciliations, Census warnings and overrides, protests, liquidations, and electronic requests for information (Customs Form (CF) 28), notices of action (CF 29), and marking/delivery notices (CF 4647).
Information to be Posted as ESAR Capabilities Become Available, Etc.
CBP states that information on the above-listed capabilities will be posted to the CBP Web site as they become available. CBP notes that its Web site currently contains a spreadsheet of the ESAR technical changes, and draft Customs and Trade Automated Interface Requirements (CATAIR) chapters for the new messages for Census warning override, Census warning query, requests and notices, and an updated Appendix H. In addition, business descriptions for these new messages are alsoavailable on CBP's Web site.
