U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing a "weekly" special import quota of 21,253,330 kg for upland cotton purchased not later than April 17, 2007 and entered under HTS 9903.52.29. The quota period is January 18, 2007 through July 16, 2007; the opening date is January 18, 2007.

1. January 18 Opening of 180-Day Special Import Quota for Upland Cotton (Announcement Number 29)
According to CBP, the use of the "special import quota" is at the importer's option and the TRQ quantity is not subject to the TRQs in HTS Chapter 52 Additional U.S. Notes (AUSNs) 5 through 10. CBP has previously stated that these 180-day quotas are established pursuant to a 1991 Presidential Proclamation, are "triggered" by high C.I.F Northern European cotton prices, and are provided for in HTS Chapter 99, Subchapter III, U.S. Note 6. CBP has posted the agendas for the importer/broker (February 27, 2007) and carrier (February 28, 2007) sessions of the ACE Exchange III conference which will be held in Dearborn, MI. Counterfeit goods seizures up 83% in FY 2006. According to a CBP press release, there was an 83% increase in seizures of counterfeit goods during fiscal year (FY) 2006. According to the press release, CBP and Immigration and Customs Enforcement (ICE) made more than 14,000 seizures of counterfeit goods worth more than $155 million, a 67% increase from the year before. The press release notes that the major cases executed in FY 2006 involved (i) 77 containers of counterfeit Nike Air Jordan athletic shoes and one container of Abercrombie & Fitch clothing; (ii) counterfeit Zig Zag cigarette papers; (iii) counterfeit National Football League jerseys, blankets, coats, and other apparel and accessories; (iv) etc. (CBP press release, dated 01/11/07, available at http://www.cbp.gov/xp/cgov/newsroom/news_releases/01112007_1.xml.)
3. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping (AD) and countervailing (CV) messages CBP issues on behalf of the International Trade Administration (ITA) are now only available on CBP's Web site at http://addcvd.cbp.gov . AD and CV ABI administrative messages are no longer issued.
