CBP Announces ACE Exchange III Conference in Dearborn, MI

U.S. Customs and Border Protection (CBP) has posted a notice to its Web site inviting importers, brokers, carriers, and ABI software developers and self programmers to attend the Automated Commercial Environment (ACE) Exchange III conference in Dearborn, MI on February 26-28, 2007.

Exchange Conference to focus on ACE's benefits/impact on business operations, etc. CBP states that the conference will educate the trade community on benefits of ACE, its impact on business operations, and the new mandatory electronic manifest policy. CBP has previously explained that ACE is the new U.S. trade processing system designed to consolidate and automate border processing to significantly enhance border security and foster U.S. economic security through lawful international trade and travel. It will eventually replace the Automated Commercial System (ACS) as the cargo processing system of record for CBP. CBP stresses that it is important for importers, brokers, and carriers to understand the many new legal policy and requirement changes underway. CBP states that the conference will provide information on ACE and allow an open forum of communication between CBP and the trade community.

Conference to separately address issues of importers/brokers and truck carriers. CBP states that in order to deliver audience specific information, ACE Exchange III will be divided into various sessions.

CBP states on February 27, 2007, presentations will focus on topics of interest to the importer and broker community. Issues related to the truck carrier community will be discussed on February 28, 2007.

According to CBP, the topics to be covered during the general sessions include:

Overview of ACE and legal policy issues

Paying duties and fees on a monthly basis

Reporting tools with compliance and financial data

Upcoming technical and process changes

Insight from the trade community on ACE

Advanced cargo rule to mandatory electronic manifest

Add'l information session to prepare trade for upcoming ABI changes with ACE. In addition to topics covered in the general sessions, CBP is holding an additional information session on February 28, 2007 to help prepare the trade community for upcoming ABI changes with ACE, such as post summary corrections, Census warning overrides, reconciliation, and other process changes.

CBP has recently posted to its Web site a spreadsheet used to track the creation of new ABI transactions and the potential changes to existing transactions. CBP states that the spreadsheet is intended to provide planning support to members of the trade community as they prepare to enhance and modify their systems. The spreadsheet contains information about the affected ABI application, a brief description and a notation regarding whether the change would be required during the initial deployment of ACE. CBP notes that those wishing to attend both the importer/broker session and the carrier session must register twice (registration is required for both events).
