U.S. Customs and Border Protection (CBP) has issued an updated version of its document entitled "User Fee Decals and Transponders," which adds information regarding newly approved Customs-Trade Partnership Against Terrorism (C-TPAT) carriers. CBP's updated document states that newly approved C-TPAT carriers must update their Free and Secure Trade (FAST) vehicle information in their online account. 2. 1st Specialty Sugar TRQ Oversubscribed at Opening Moment
CBP has posted a notice to its Web site a notice announcing that the first specialty sugar tariff-rate quota (TRQ) (i.e. tranche) that opened on October 24, 2006 oversubscribed at opening moment. The pro-rata percentage is .1685 or 16.85%. For those receiving allocations, CBP states that the importer can determine how their allocation is distributed among eligible entries (see notice for details). Note that the other three tranches (TRQ allotments) for specialty sugar will open on November 7, 2006, and February 5 and July 24, 2007, respectively. 3. Weekly TRQ/TPL Commodity Report as of October 30, 2006
CBP has issued its weekly tariff rate quota (TRQ)/tariff preference level (TPL) commodity report as of October 30, 2006. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain BFTA, CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 10/30/06, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)
