U.S. Customs and Border Protection (CBP) has issued an administrative message stating that ABI software vendors and self-programmers will be able to learn about the proposed CATAIR changes planned under ACE at the ACE Exchange II Conference to be held in Tucson, Arizona on October 30, 2006 - November 2, 2006. The breakout session on the CATAIR will be held on November 1, 2006 as part of the general sessions for importers and brokers. During the breakout session, ABI software vendors and self-programmers will be able to provide input on the proposed technical changes to the CATAIR. 2. Weekly TRQ/TPL Commodity Report as of October 2, 2006
U.S. Customs and Border Protection (CBP) has issued its weekly tariff rate quota (TRQ)/tariff preference level (TPL) commodity report as of October 2, 2006. This report includes TRQs on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain BFTA, CAFTA-DR, JFTA, MFTA, NAFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, CAFTA-DR, CBTPA, MFTA, NAFTA, SFTA, and UCFTA (Chile FTA) TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report, dated 10/02/06, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)

CBP has recently posted the following to its Web site:
C-TPAT enrollment seminar to be held October 24-26, 2006. CBP has posted to its Web site a document, in both English and Spanish, regarding the Customs-Trade Partnership Against Terrorism (C-TPAT) Enrollment Seminar that will be held on October 24-26, 2006 in Tucson, Arizona. The document provides information on the event-location, agenda, etc. CBP encourages that interested parties register online as soon as possible since space is limited. Goods subject to quota. CBP has posted to its Web site a document entitled "Are My Goods Subject to Quota?" This document provides information to assist in determining whether merchandise is subject to quota restrictions as well as links to relevant references. CBP notes that there are three types of quotas: abosolute, tariff-rate, and tariff preference level (TPL). Form I-94 instructions posted. CBP has posted to its Web site a document that provides information on the Form I-94 and how to properly fill out this form. CBP states that all nonimmigrant visitors entering the U.S. with a visa are required to fill out a Form I-94. 50 seaports are now fully participating in CSI. CBP has posted to its Web site a press release announcing that, with the stationing of CBP personnel at the Port of Freeport, Bahamas, 50 foreign seaports are now fully participating in the Container Security Initiative (CSI) program. CBP further states that these 50 seaports account for screening abroad about 82 percent of all merchandise imported into the U.S. (See today's ITT, 06100605, for BP summary of Freeport joining CSI.) CBP has posted to its Web site the remarks of CBP Commissioner Ralph Basham from the 5th Annual Maritime Security Conference and Expo that recently took place in New York, New York.
