Updated Trade User's Guide for ACE-ESAR Release A2 (Reautomation/Redesign of the Entry Process)

An August 2006 version of the "Trade User's Guide for ACE-ESAR Release A2" has been released. This pamphlet was prepared by two members of the trade community to help current ABI/ACS customs brokers, self-filers, and their automation vendors focus on significant changes they might experience as ACE ESAR (Entry Summary, Accounts, Revenue) is rolled out.

(Although these two individuals are members of the Trade Support Network (TSN), as well as ACE Trade Ambassadors, they note that their pamphlet is not approved, endorsed, or sanctioned in any way by CBP or the Department of Homeland Security (DHS). The authors also note that the guide focuses on ESAR Release A2, but also includes references to other ESAR Releases as appropriate (e.g., ESAR Releases A1, A3).

Pamphlet Focuses on ESAR Release A2's Significant Changes

The authors have previously stated that the pamphlet focuses on what entry preparers and filers will need to prepare for the substantial changes coming with ESAR Release A2. Trade sources have previously stated that the byword for ESAR A2 should be "reautomate or perish" in light of the reautomation and, in some cases, redesign of the entry process which will occur with ESAR A2.

Revised Rollout Dates, Information on CF 28s/29s, Reconciliation, Etc.

The following are "highlights" of the revisions made in the August 2006 version of the pamphlet:

  • revised dates for ACE Release 5 and ESAR Drop 1 - the date for the rollout of ACE Release 5 (which trade sources state encompasses ESAR Releases A1 and A2) has been revised to mid 2008 (from January 2008) and the date for ESAR Drop 1 has been revised to May 2007 (from October 2006).
  • entry summary preparation and transmission - the operational changes for entry summary (CBP 7501) preparation and transmission regarding Census Warnings have been revised and expanded to include the trade's request for an ABI Query to see what entries have Census Warnings that have not been responded to, etc.
  • CBP-28s and CBP-29s - the section on notices and requests for information (CBP-28s and CBP-29s) has been expanded to include several new operational changes.
  • reconciliation processing - one of the operational changes for Reconciliation processing has been revised to indicate that CBP, not participating importers, would flag antidumping/countervailing duty (AD/CVD) entry lines on the entry.
