CBP Issues General Notice on Deployment of ACE/NCAP Test of Automated Truck Manifest in New York

U.S. Customs and Border Protection (CBP) has issued a general notice announcing that the next groups, or clusters, of ports to be deployed for the Automated Commercial Environment (ACE)/National Customs Automation Program (NCAP) test concerning the transmission of automated truck manifest data for truck carrier accounts will be in the state of New York.

(CBP also refers to this NCAP test as ACE Release 4 (Truck Manifest).)

CBP's general notice outlines the following July/August 2006 deployment schedule:

Champlain Service Port and 4 Crossings - No Earlier than June 22, 2006

CBP states that the test will be deployed in the Champlain Service Port at the port of entry of Champlain and the following crossings: Cannon's Corner, Mooers, Overton's Corner, and Rouses Point no earlier than June 22, 2006.

4 Ports of Entry/4 Crossings and Peace Bridge - No Earlier than July 10, 2006

According to CBP, the test will be deployed at the following ports of entry: Alexandria Bay, Ogdensburg, Massena, and Trout River; and the following crossings: Chateaugay, Churubusco, Fort Covington, and Jamieson's Line no earlier than July 10, 2006.

Also, no earlier than July 10, 2006, the test will be deployed at the Peace Bridge in the Service Port of Buffalo.

Lewiston Bridge - No Earlier than August 12, 2006

CBP states that the test will be deployed at the Lewiston Bridge in the service port of Buffalo no earlier than August 12, 2006.

All Other Previously Announced Requirements/Aspects of Test Continue to Apply

CBP states that all requirements and aspects of this ACE/NCAP test, as set forth in its September 2004 notice announcing the test and as modified by its March 2005 notice clarifying that all relevant data elements are required to be submitted in the automated truck manifest submission, continue to apply.

(CBP has previously stated that this NCAP test allows participating truck carrier accounts to transmit electronic manifest data in ACE (including advance cargo information as required by Section 343 of the Trade Act of 2002, as amended by the Maritime Transportation Security Act of 2002 (MTSA)). CBP has also previously stated that truck carrier accounts that participate in this test have the ability to electronically transmit truck manifest data and obtain release of their cargo, crew, conveyances, and equipment via the ACE Secure Data Portal or electronic data interchange (EDI) messaging.)
