CBP's June 2006 Modernization Monthly Newsletter Announces May 2006 Approval of ACE ESAR Features

This is Part II, the final part of a two-part series of summaries on the June 2006 newsletter and focuses on the recently approved ACE Entry Summary, Accounts, and Revenue (ESAR) features.

Design for New ESAR Features Approved in May 2006

CBP states that the design for the new ESAR features was approved in May 2006, making way for construction to begin.

(Sources note that on May 4, 2006, the new ESAR features underwent a Critical Design Review (CDR). CBP has previously stated that CDR is the phase after completion of the planning stage and before actual construction of the system begins, when senior executives decide whether the system in question is ready for full-scale development.)

A1 - A3 phases. According to CBP, the first phase - enhanced account capabilities - called ESAR Release A1, is expected to be activated in a nationwide deployment in 2007. Entry summary and revenue processing capabilities will be introduced over the next several years in the ESAR A2 and A3 phases.

Additional ACE account types. In the first three phases of delivery, the ability to use ACE will be expanded to allow for the creation of more types of accounts than the original importer, broker, and carrier accounts. Some of the new ACE participants will include sureties and Foreign Trade Zone operators. Corresponding system master data will be integrated into ACE for all new account types.

Cross account access. One enhanced account management feature will include cross account access, which will be a convenient tool for users to gain access to data from more than one account using one user-ID and password. Holders of ACE portal accounts will also have the ability to provide access to authorized third party entities.

Process for merging accounts within ACE Portal will be streamlined, etc. In addition, the process for merging accounts within the ACE Secure Data Portal will be streamlined and enhanced validation and duplicate checks will be performed on master data. Broker management capabilities will become available at a national level for the exam, license, and permit processes.

Additional government agencies will be able to manually store license, permit and certificate data in accounts. Additional government agencies participating in the ACE program will have the ability to manually store license, permit, and certificate (LPC) data in accounts and will provide CBP and authorized trade users the ability to view LPC information. Truck drivers will gain the ability to create and maintain their own account, or be able to designate another entity to create or maintain their account.
