CBP Issues C-TPAT Security Guidelines for Brokers, NVOCCs, OTIs, Foreign Mfgers, Air Carriers, Rail Carriers, Etc.
U.S. Customs and Border Protection (CBP) has posted to its web site six Customs-Trade Partnership Against Terrorism (C-TPAT) Security Guidelines, for the following trade sectors:

- Licensed U.S. Customs Brokers
- Air Freight Consolidators, Ocean Transportation Intermediaries (OTIs), Non-Vessel Operating Common Carriers (NVOCCs)
- Manufacturers (currently only manufacturers in Mexico and other Foreign Manufacturers, by invitation only)
- Air Carriers
- Rail Carriers
- U.S. Marine or Port Terminal Operators
Each security guideline lists the trade sector's C-TPAT application qualifications and security procedures. The security guidelines for Licensed U.S. Customs Brokers and Manufacturers also have a section entitled "Penalties for Providing False Information."
(Previous to this posting of the six guidelines, CBP had issued C-TPAT Security Criteria for three trade sectors - Importers, Sea Carriers, and Highway Carriers. BP is checking why the six are called 'guidelines' and the three are called 'criteria,' and will update readers as new information is available. See future issues of ITT for additional BP summaries of some or all of these six guidelines. In addition, BP is checking if CBP will be issuing implementation plans and/or sets of Frequently Asked Questions (FAQs) -as they did for the security criteria for Importers, Sea Carriers, and Highway Carriers - for the six guidelines.

CBP has also posted notice that it is temporarily suspending the C-TPAT online application process pending the implementation of the C-TPAT Security Link Portal System. No new C-TPAT applications will be accepted until the new C-TPAT Online Web application is available within the next few weeks.
