CBP Working to Complete CAFTA-DR ABI Programming by May 1st

According to sources at U.S. Customs and Border Protection (CBP), CBP hopes to complete its programming of the Automated Commercial System (ACS) to accept CAFTA-DR claims via the Automated Broker Interface (ABI) by May 1, 2006.

Until the time this programming is completed, CBP has stated that non-ABI entries must be filed.

Ports Can Release Goods, But Will Hold Off Charging TRQs/TPL Until ABI Programming Completed

In its CAFTA-DR tariff rate quota (TRQ) and tariff preference level (TPL) notices, CBP has stated that the ports must hold entries subject to CAFTA-DR TRQs or the TPL until ABI programming is completed. Once completed, ports and the trade community will be notified and the ports can process the entries through the quota system.

(According to one CBP source, this means that TRQ and TPL goods are being released, but the trade community won't know "how filled" the TRQs or TPL are until ABI programming is completed, as charging can only occur in ABI.)
