2. JoC Reports Truckers Slow to Embrace e-Manifest System
The Journal of Commerce reports that despite U.S. Customs and Border Protection's (CBP's) best efforts at outreach, education, and cajoling, CBP is finding that fewer trucking companies than expected are signing up to use the Automated Commercial Environment (ACE) truck manifest system. 3. GAO Issues Report on DHS Security at Chemical Facilities
The Government Accountability Office (GAO) has issued a report entitled Homeland Security: Department of Homeland Security (DHS) Is Taking Steps to Enhance Security at Chemical Facilities, but Additional Authority is Needed, which includes GAO's findings and recommendations concerning DHS' efforts on chemical facility security. 4. BIS Settlement Agreement with Dolphin to Settle Allegations Regarding the Export of Toxins to North Korea
The Bureau of Industry and Security (BIS) has issued a notice on a settlement agreement it has reached with Dolphin International, Ltd. to settle allegations that Dolphin conspired to export toxins to North Korea without the required license and solicited an export of toxins without the required license. Under the terms of the settlement agreement, Dolphin will have certain of its export privileges denied for a period of four years and will be assessed a $22,000 civil penalty.
