Shippers' NewsWire reports that the Chairman of the Senate Homeland Security and Governmental Affairs Committee has said that she plans to push the Green Lane Maritime Cargo Security Act, which would provide $835 million in each of the next five years to expand the Container Security Initiative (CSI) and the Customs-Trade Partnership Against Terrorism (C-TPAT), provide extra funds for port security grants, create a cargo security policy office in the Department of Homeland Security (DHS) and implement other measures to protect ports and cargo from terrorists. 3. President Issues Military Coup-Related Waiver for Pakistan
On February 7, 2006, the President issued a determination that waives a military coup-related provision of the Foreign Operations, Export Financing, and Related Programs Appropriations Act of 2006 (Public Law 109-102) with respect to Pakistan. According to the President, this waiver would facilitate the transition to democracy in Pakistan and is important to U.S. efforts to respond to, deter, or prevent acts of international terrorism. 4. U.S. and Mexico Reach Agreement on Cement
The Office of the U.S. Trade Representative (USTR) has issued a press release announcing that the U.S. and Mexico Secretary have signed an agreement to promote bilateral trade in cement-a step that resolves a longstanding dispute over cement trade. According to the USTR, among other things, the agreement allows increased imports of Mexican cement and encourages U.S. cement exports to Mexico.
