CBP Notice on Avoiding PMS Application Rejects for Non-Portal Importer Accounts, Etc.
U.S. Customs and Border Protection (CBP) has issued an ABI administrative message which it states updates previous messages on the Period Monthly Statement (PMS) application procedures for non-portal accounts and Customs-Trade Partnership Against Terrorism (C-TPAT) partners who hold portal accounts.

CBP Outlines Steps to Facilitate PMS Application Processing and Avoid Rejects
According to CBP, the majority of rejected periodic monthly statement (PMS) applications simply fail to comply with published guidelines and requirements.
In order to facilitate application verification and processing, CBP states that the following steps are necessary:
All applications should specify whether the principal on the application is (1) presently an Automated Commercial Environment (ACE) portal account or not; and (2) C-TPAT certified or not.
Due to e-mail system technical limitations, an application submitted via e-mail should contain no more than five pages of scanned image attachments.
If a bond rider is required with the submission of a new CBP Form 5106, and the rider is signed by a party acting on behalf of the principal, a copy of the valid power of attorney should be submitted with the package. Failure to provide the power of attorney will delay the processing of the bond rider.
The sender of the application should watch for an auto-reply message from the CBP Bond Team that confirms the receipt of the e-mail application. If they don't receive this confirmation within 72 hours of their submission, they should resubmit their application.
Clarifications Regarding CBP Form 5106 and the Bond Team
CBP notes that there is not a new form called an "ACE 5106." CBP states that any mention of this in previous publications simply refers to the standard CBP Form 5106.
CBP also notes that the bond team deals strictly with applications. Operational questions about PMS and PMS processing should be directed to pms.mailbox@dhs.gov, the CBP account manager, or the ABI client representative.
