would protect consumers from unknowingly incurring toll charges on calls they place to access the Internet. The bill would require phone providers to educate customers about when toll charges are imposed on intrastate calls. A 911 bill in N.J. would require municipalities to establish a “reverse 911” system, whereby emergency services could notify residents of neighborhood emergencies like brush fires, floods and jail escapes. The program would be funded by a $2 surcharge on traffic fines. N.J. also saw a “bikephone safety” bill (HB-184) that would bar cyclists from using handheld mobile phones while riding on public roads, on pain of a $100 fine.
