U.S. Customs and Border Protection (CBP) issued an ABI administrative message (Adm: 05-1438) announcing that on December 19, 2005, the interface between CBP's Automated Commercial System (ACS) and the Food and Drug Administration's (FDA's) Operational and Administrative System for Import Support (OASIS) was down. Due to that communication problem, CBP stated that prior notice (PN) contingency scenario 1 was in effect. (See message for procedures under contingency scenario 1.)

1. December 19 ACS/OASIS Communication Problems Have Been Resolved
On December 20, 2005, CBP issued another ABI administrative message (Adm: 05-1440) announcing that the ACS/OASIS communication problem was resolved at approximately 4:30 p.m. on December 19, 2005 and that filers should resume their normal PN processing. 2. Refined Sugar TRQ Did Not Over-Subscribe at Opening on December 9
CBP has posted to its Web site a notice announcing that the tariff rate quota (TRQ) for refined sugar that opened on December 9, 2005 did not over-subscribe at opening moment and all entries presented at opening have been charged and may be released. 3. Registration for CBP's March 2006 C-TPAT Supply Chain Security Training Seminar Begins on January 5, 2006
CBP has posted a notice to its Web site announcing the 2006 Supply Chain Security Training for Customs-Trade Partnership Against Terrorism (C-TPAT) certified partners will be held on March 1-3, 2006 in Costa Mesa, CA. CBP states that registration begins on January 5, 2006 for C-TPAT certified partners and there will be a limited number of spaces. 4. 2006 TRQ on American-Type Cheese (Including Colby) Opens Jan. 3, 2006
U.S. Customs and Border Protection (CBP) has announced that the 2006 "low-duty" tariff-rate quota (TRQ) on American-type cheese, including Colby, provided for in HTS Chapter 4, Additional U.S. Note (AUSN) 19, will open on Tuesday, January 3, 2006 at 12 noon E.S.T., or its equivalent in other time zones. The below-listed countries or areas have the following low-duty access amounts:

8. Weekly Quota Commodity Report as of December 19, 2005
U.S. Customs and Border Protection (CBP) has issued its weekly quota commodity report as of December 19, 2005. This report includes tariff-rate quotas (TRQs) on various products such as beef, tuna, sugar, dairy products, peanuts, cotton, cocoa powder, tobacco, certain JFTA, NAFTA, SFTA, UAFTA and UCFTA TRQs, etc. This report also includes the AGOA, ATPDEA, CBTPA, NAFTA, SFTA, and UCFTA (CFTA) tariff preference levels (TPLs) for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly quota commodity report, dated 12/19/05, available at http://www.cbp.gov/xp/cgov/import/textiles_and_quotas/commodity/)
