The Wall Street Journal reports that a Japanese food safety panel said the risk of mad cow disease entering Japan through imported U.S. beef is very low, removing one of the final barriers to resuming partial beef imports and to ending a 22-month dispute between Japan and the U.S. According to the article, the recommendation increases the possibility that U.S. beef exports to Japan could resume by the end of the year. 2. Carriers Awaiting New C-TPAT Criteria

The Journal of Commerce (JoC) reports that carriers are waiting for the Department of Homeland Security (DHS) to issue new Customs-Trade Partnership Against Terrorism (C-TPAT) criteria for them. JoC expects that the new requirements for carriers would be similar in form to the C-TPAT criteria that was set out for importers a year ago. (JoC Pub 10/31/05, www.joc.com)

3. U.S. Signs Bilateral Investment Treaty With Uruguay

The Washington File reports the U.S. and Uruguay signed a bilateral investment treaty on November 4, 2005 at the Summit of the Americas.
