The American Shipper reports that during a symposium on reducing supply chain vulnerabilities hosted by MIT's Center for Transportation and Logistics, U.S. Customs and Border Protection (CBP) Commissioner Bonner stated on September 29, 2005 that companies that participate in C-TPAT and aspire to the greatest level of expedited customs clearance must take a page from the Sarbanes-Oxley law that holds corporate leaders accountable for the accuracy of their financial statements, and similarly make supply chain security part of their corporate governance structure. According to Bonner, CBP will require that supply chain security practices are periodically reviewed for adequacy and for adequate investment by CEOs and corporate boards seeking eligibility for Tier Three C-TPAT benefits. 2. Millennium Challenge Corp. and Malawi Reach Agreement on $20 Million Program to Fight Corruption, Etc.

According to the State Department, the U.S. Millennium Challenge Corporation (MCC) and the government of Malawi have announced the signing of an agreement to launch a $20.92 million "Threshold Country Program" aimed at fighting corruption and spurring long-term economic growth and development in Malawi. The first such program was signed by the MCC and Burkina Faso, and focused on supporting education for young women. 3. State Dept's Advisory Committee on Int'l Communications & Info Policy to Hold Open Meeting

The State Department has issued a public notice announcing that its Advisory Committee on International Communications and Information Policy will hold an open meeting on October 20, 2005 in Washington, DC. According to the State Department, the focus of this meeting will be to discuss U.S.-India relations, with an emphasis on industry input for the first meeting of the newly-formed U.S.-India Information and Communications Technologies Working Group. In addition, State Department officials will present a status report on preparations for the second phase of the World Summit on the Information Society, which will take place in Tunis, Tunisia from November 16-18, 2005. 4. State Dept Announces Statutory Debarment of Three Persons Under ITAR

The State Department has issued a notice announcing that it has imposed statutory debarment pursuant to section 127.7(c) of the International Traffic in Arms Regulations (ITAR) on three persons convicted of violating or conspiring to violate Sections 38 of the Arms Export Control Act. These persons are: Equipment & Supply Inc., Klaus Ernst Buhler, and Rotair Industries, Inc. According to the State Department, at the end of the three-year period, these persons/entities will remain debarred unless licensing privileges are reinstated.The State Department adds that debarred persons are generally ineligible to participate in activity regulated under ITAR. 5. Codex Meeting on Food Import/Export Inspection/Certification Systems

The Food Safety and Inspection Service (FSIS) has issued notice announcing that a public meeting will be held on November 10, 2005, in Washington D.C., in order to review agenda items and draft U.S. positions that will be discussed at the 14th Session of the Codex Committee on Food Import and Export Inspection and Certifications Systems (CCFICS) of the Codex Alimentarius Commission, to be held in Melbourne, Australia, November 28 - December 2, 2005.
