An editorial in The Journal of Commerce opines that information-based risk assessment in the maritime environment is inappropriate due to the chance that a terrorist seeking to pull off a single attack could use the most 'secure' of containers - one belonging to a trusted C-TPAT importer. Instead, Stephen Flynn, senior fellow at the Council of Foreign Relations, states that a three-pronged approach is needed, consisting of smart-box sensors inside the container, nuclear-detection devices at the seaport, and gamma-ray imaging. The U.S. Department of Agriculture (USDA) has issued a press release stating that Taiwan is lifting its ban on U.S. boneless beef from animals under 30 months of age, effective April 16, 2005. The Food Safety and Inspection Service (FSIS) issued a notice announcing that it held a public meeting in Washington, DC on April 7, 2005 in order to provide information and receive public comments on the U.S.' draft responses to a Codex circular letter (CL 2005/2-FBT) concerning proposals for new work to be undertaken by the Codex Ad Hoc Intergovernmental Task Force on Foods Derived from Biotechnology. 5. FTC Requests Comments on Certain Deceptive Advertising for TV Pictures

The Federal Trade Commission (FTC) has issued a notice requesting comments on the overall costs, benefits, and regulatory and economic impacts of its Rule concerning deceptive advertising practices as to sizes of viewable pictures shown on television receiving sets. The FTC states that written comments will be accepted until June 6, 2005.
