CBP Updates Q&A on ACE Truck e-Manifest
U.S. Customs and Border Protection (CBP) has posted to its Web site an updated version of technical questions and answers (Q&A) related to ACE Release 4 - Truck e-Manifest.

The November 10, 2004 version updates CBP's June 29, 2004 version, which appeared to be from the June 2004 Trade Support Network (TSN) meeting. Both CBP's November 10th and June 29th versions of the document provide detailed technical information about the ACE Secure Data Portal, EDI Release 3 - Carrier Accounts; EDI communications (MQ Series); EDI Release 4 - ANSI X.12 and EDIFACT messages; testing and validation.
44 new questions and answers added. The November 10th version contains 44 new questions and answers that have been added to the section containing questions received after the June 30, 2004 TSN presentation.
Examples of the questions newly added include (partial list):
In the event that there are 2 trailers (28 ft pups), is there any requirement to show what shipments are physically loaded on each trailer?
In-transits from Canada through U.S. to Canada - will existing paper processes remain or will ACE Release 4 provide electronic method?
Numerous "pending" questions answered. The November 10th version provides new answers to numerous questions which had been listed in CBP's previous version as "pending answer."

With respect to "ultimate consignee," what directive or definition will be used at time of release?
How does CBP plan to test the truck manifest portal with the trade?
CBP changes its answers to certain questions. In addition, CBP has changed its answers to a few of the questions in the document.
For example, although CBP answered "yes" in its June 29th version to the question "Can we send multiple 309s in one interchange," in its November 10th version, CBP changed its answer to "no," stating that "In Release 4, ACE will accept only one 309 per ISA message."
