APCO said it has been advised that the FCC may take this step in its upcoming VoIP order but that the move would come even as many PSAPs have to change their systems to accommodate VoIP calls. “Excluding the growing number of VoIP users from 911 fees would allow them a ‘free ride’ and place an unfair burden on more traditional telephone service customers,” APCO said.
