The U.S. Association of Importers of Textiles and Apparel (USA-ITA) has issued a Textile Development Memo stating that the World Trade Organization's (WTO's) informal consultations on post-quota adjustment-related issues concluded with no consensus. The chairman of the consultations stated that while there is wide sympathy and support for those countries faced with adjustment challenges, there is no consensus on what steps, if any, should be taken. 4. China and ASEAN Announce Agreement to End Merchandise Tariffs

The Wall Street Journal (WSJ) reports that China and the Association of Southeast Asian Nations (ASEAN) have announced an agreement to eliminate tariffs on merchandise trade as a step toward creating an Asian free trade zone (FTZ). While a Chinese official stated that this deal on a five-year process for paring back tariff barriers will pave the way for a profound and lasting process of economic integration within Asia, there are concerns that many protected products might remain excluded from the final agreement. 5. FDA Draft Revision of Compliance Policy Guide for Imported Milk & Cream

The Food and Drug Administration (FDA) has announced the availability of a draft revision of the compliance policy guide (CPG) entitled Section 560.400 - Imported Milk and Cream - Federal Import Milk Act (FIMA). 6. ITA Receives Application for Export Trade Certificate of Review

Written comments should be submitted no later than 20 days after October 22, 2004.
