The U.S. Department of Agriculture (USDA) has issued a news release announcing that Taiwan has agreed in principle to resume imports of U.S. beef and beef products. The news release states that Taiwan officials indicated that the required assessments and evaluations for trade to resume were nearing completion. 2. U.S. and Uruguay Sign Bilateral Investment Treaty

The Office of the U.S. Trade Representative (USTR) has issued a press release announcing that on October 25, 2004, the U.S. and Uruguay signed a Bilateral Investment Treaty (BIT). The press release states that the BIT levels the playing field and ensures that Americans are treated equitably by increasing protection for U.S. investments and will also deepen the U.S. economic relationship with Uruguay, thus encouraging two-way trade. 3. AMS Seeks Nominees for National Mango Promotion Board by Nov. 15

The Agricultural Marketing Service (AMS) has issued a press release announcing that the USDA is asking U.S. importers, first handlers, domestic producers, and foreign producers of mangos to nominate candidates to serve on the National Mango Promotion Board. The Washington File reports that the Secretary of State has designated 39 groups as Foreign Terrorist Organizations (FTOs) and the State Department has issued a fact sheet that includes a listing of these groups, the legal criteria for designation, the process for selection of the terrorist groups, and the legal ramifications of these designations. 5. U.S. Signs Open Skies Aviation Agreement with Uruguay

The State Department has announced that the U.S. has signed an Open Skies air transport agreement with Uruguay which allows airlines to make commercial decisions with minimal government intervention. The agreement includes all-cargo seventh freedom rights that allow airlines to perform international cargo operations with no connection to their homeland. 10. Jemaah Islamiyah Re-Designated as Foreign Terrorist Organization

The State Department has issued a notice stating that the Deputy Secretary of State has made a determination under the Foreign Assistance Act and several foreign operations and related programs appropriations acts. 12. Measures Imposed Against Two Bulgarian Entities for Transfer of Military Equipment to State Sponsor of Terrorism

The State Department has issued a notice stating that the U.S. government has determined that the Bulgarian entities, Beta JSC and KAS Engineering Consortium/BMG-M OOD, transferred certain military equipment to a state sponsor of terrorism. Therefore, for a period of one year, U.S. government assistance will be denied to these entities, and U.S. government procurement from these entities and new licenses for the import and export of defense articles and services insuring or involving these entities will be banned.
