CBP Releases for Comment "Final Draft" Versions of Updated CBP Forms 7501 and 7501A

U.S. Customs and Border Protection (CBP) has issued an administrative message stating that it has created "final draft" versions of updated CBP Form 7501 (Entry Summary) and CBP Form 7501A (Entry Summary Continuation Sheet).

According to CBP, these "final draft" versions [mostly] reflect formatting changes, and all the data elements currently on the CF 7501 and CF 7501A also appear in the "final draft" CBP Form 7501 and CBP Form 7501A.

Although the administrative message states that comments on these "final draft" versions are due by October 22, 2004, due to delays in issuing the administrative message, CBP sources state that comments may be submitted at least until October 29, 2004.

CBP states that major changes in the "final draft" CBP Form 7501 include the following:

block for Broker Filer Code1

block for Other Fee Summary for Block 39

block for Total Entered Value

block for Broker/Filer Information (Name, Address, Phone Number)

Additional changes/discrepancies noted by comparing the current CF 7501 and "final draft" CBP Form 7501, include the following:

a total of 43 numbered blocks (instead of the current 41)

reference to HTSUS (instead of to TSUSA)

block entitled Reason Code in CBP Use Only section

requirement for typed or written name of declarant (instead of signature only)

block entitled: Filer Code Entry No. (instead of Entry No.)1

block entitled Location of (instead of Location of Goods/G.O. no.)

block entitled Consignee Name and Address (instead of Ultimate Consignee Name and Address)

block entitled Surety No. (instead of Bond No.)

block entitled Importer Name and Address (instead of Importer of Record Name and Address)

In this administrative message, CBP also states that it issued a Memorandum to the Directors of Field Operations, dated January 6, 2004, inviting the import community and field offices to submit comments and recommendations for changes to the layout of the CF 7501. CBP also states that these "Final Draft" versions are based on their comments.
