Detroit CBP Notice on Reporting All Line Items for Northern Border Entries Effective October 1, 2004

U.S. Customs and Border Protection (CBP) at the Port of Detroit has issued an Information Notice regarding what it states is a CBP Headquarters policy change for Border Cargo Selectivity (BCS) at the U.S.-Canadian border.

All Line Items Must be Reported for Northern Border Entries Filed On/After October 1, 2004

According to the notice, CBP is changing its northern border BCS policy so that for entries filed on or after October 1, 2004, entry filers will be required to report all line items associated with the entry, regardless of the line item value.

Under current CBP policy, entry filers are not required to report all line items when submitting entry documentation to CBP. Instead, filers have only been required to report those line items that are equal to, or exceed $2,000 in value. For entries where each line item is valued at less than $2,000, entry filers have been required to report at least one line item to process the entry through BCS

October 1, 2004 Change Related to Security Concerns, Etc.

CBP states that it originally implemented a policy of not requiring all line items to be reported in 1992 as a means of easing the transition to BCS processing along the northern border. However, CBP states that this policy was never intended to be permanent and its continuation seriously undermines its efforts to increase the security of imported merchandise crossing the border.

(According to the Information Notice, the Northern Border Customs Broker Association was notified of this change on March 22, 2004.)
