CBP Grants a National "Snowday" For June 8, 2004 Due to ACS Emergency Maintenance

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message (Adm: 04-1427) announcing that the Automated Commercial System (ACS) was to be brought down for approximately three hours, from 3:00 p.m. to 6:00 p.m. EDT, on Tuesday, June 8, 2004 in order to accommodate emergency maintenance.

CBP stated that during this outage, transactions submitted to any of the ACS systems (the Automated Broker Interface (ABI), Air Automated Manifest System (AMS), or Ocean/Rail AMS) would be queued for processing, but would not be processed and replied to until the outage was concluded.

(One CBP source noted that ACS was restored after the emergency maintenance and has been up and running ever since.)

As a result, CBP has extended one additional day (a national "snowday") without penalties for the filing and payment of entry summaries due June 8, 2004.

Filers Who Received 96B Error Message After Outage Should Re-Transmit

CBP has also issued an ABI administrative message (Adm: 04-1430) regarding the receipt by many filers of the 96B error message since the ACS was restored on June 8, 2004. That message, which is "STMT/CALENDAR ERROR," especially occurred for filers filing reconciliation flags on import entries.

According to CBP, during the restore process the 2005 calendar appears to have been lost, but was restored at 5:30 a.m. EDT on June 9, 2004. CBP instructs anyone who has received the 96B message to re-transmit the entry summary at issue, as it will no longer get that message.
