CBP Requests Comments on Certain Information Collections to be Submitted to OMB

U.S. Customs and Border Protection (CBP) has issued several notices requesting written comments from the public and other federal agencies by July 6, 2004 regarding the following unchanged information collections that it intends to submit to the Office of Management and Budget (OMB) for approval and extension of the expiration date:

Application for Exportation of Articles under Special Bond (Form CBP-3495). CBP states that this collection is used by importers for articles entered temporarily into the U.S. These articles are free of duty under bond, and are exported within one year from the date of importation.

Articles Assembled Abroad with Textile Components Cut to Shape in the U.S. CBP states that this collection of information enables CBP to ascertain whether the conditions and requirements relating to 9802.00.80, Harmonized Tariff Schedule (HTSUS), have been met.

Importation of Ethyl Alcohol for Non-Beverage Purpose. CBP states that this collection is a declaration claiming duty-free entry. It is filed by the broker or their agent, and then is transferred with other documentation to the Bureau of Alcohol, Tobacco, and Firearms.

Declaration by the Person Who Performed the Processing of Goods Abroad. CBP states that this declaration, which is prepared by the foreign processor and submitted by the filer with each entry, provides details on the processing performed abroad and is necessary to assist CBP in determining whether the declared value of the processing is accurate.

U.S./Israel Free Trade Agreement. CBP states that this collection is used to ensure conformance with the provisions of the U.S./Israel Free Trade Agreement for duty free entry status.

Transportation Entry and Manifest of Goods Subject to CBP Inspection and Permit (Form CBP-7512A and B). CBP states that this collection involves the movement of imported merchandise from the port of importation to another Customs port prior to release of the merchandise.

Importation Bond Structure (Form CBP-301 and CBP-5297). CBP states that bonds are used to assure that duties, taxes, charges, penalties, and reimbursable expenses owed to the Government are paid. They are also used to provide legal recourse for the Government for noncompliance with CBP laws and regulations.
