In addition to the request to amend the rules, GPSN asked the Commission to grant it a waiver to use the device during the consideration period so GPSN “will be able to resume its business of supplying its products to the military and public safety workers for their indoor use of GPS Networking re-radiation kits.” GPSN has operated its device under an experimental license.
