required carrier to implement Phase 2 services at minimum of 2,000 cell sites. Cingular said it had completed end-to-end testing and had begun to provide location information to public safety answering points (PSAPs) from 1,683 cell sites. While it said it had exceeded minimum requirement, PSAPs serving 784 sites weren’t able to engage in end-to-end testing of Phase 2 technology by Dec. 31 deadline.
